European project launched for Orhei and Telenesti Towns



On March 19, 2013, Orhei Mayoralty hosted the opening conference of the project “Promoting PPI as an efficient mechanism for community empowerment and sustainable local development”. The project is financed by the European Union and is implemented by Business Consulting Institute, in partnership with Orhei and Telenesti Mayoralties.     

 

The event was attended by His Excellency Dirk Schuebel, Ambassador of the European Union to Moldova, Scott Johnson, Director of LGSP Moldova, Kent Larson, Director of USAID Moldova, Mihai Roscovan, Executive Director of the Joint Integrated Local Development Programme (UNDP Moldova), the representatives of the mayoralties, civil society and mass-media.  

 

The project aims to strengthen sustainable development capacities of local authorities and non-state actors in Orhei and Telenesti Towns. Civil servants and local councilors, representatives of civil society and private sector will be involved in its activities. It will promote mechanisms of cooperation among society and LPA and will empower communities to participate to local development.

 

Liviu Andriuta, Director of Business Consulting Institute, has presented the newly launched project and its impact on the beneficiary communities. Financial support will be offered for the implementation of 4 local infrastructure projects in Orhei and Telenesti. The projects will be identified by the citizens, who will participate to their implementation.                

 

His Excellency Dirk Schuebel stated that the European Union will continue supporting Moldova, despite the political crisis, which has not determined the reduction of allocated funds. Vadim Lelic, Mayor of Telenesti, mentioned that the financial support offered by the international institutions is very important in solving current problems, given that available resources are limited. Vitalie Colun, Mayor of Orhei, said that this project will contribute to the development of the town.  

 

Scott Johnson and Kent Larson emphasized that cooperation between donor institutions is important for the urban development and thanked the EU Delegation for the support provided to this project.

 

Mr. Mihai Roscovan, Director of JILDP, spoke about the UNDP projects and their support to the decentralization reform, to building the capacity of local public administration and to citizens’ participation to the decision-making process on local level.  

 

The Polish-Ukrainian Cooperation Foundation PAUCI is associate in this project and will facilitate the knowledge transfer between Poland and Moldova. Poland has a good experience in the implementation of the concept of Participatory Planning and Implementing, supported by the national legislation.
