Assessment of deconcentrated public services in the Republic of Moldova



Corporate & Public Management Consulting Group (Latvia) in consortium with Business Consulting Institute will implement between July 2010 and November, 2010 “The provision of consultancy services to carry out the assessment of deconcentrated public services in the Republic of Moldova”. CPM Consulting Group is a consulting venture with expertise and important experience in public administration reform, budget and finance system reforms including crisis management and European integration.

 

The sponsor of this project is the United Nations Development Programme. The project will be carried out within the Joint Integrated Local Development Programme, implemented by UNDP and UNIFEM in partnership with the Government of Moldova (State Chancellery).   

 

The objective of the project is to conduct an in-depth analysis and review of deconcentrated public services in the Republic of Moldova, from the perspective of their institutional and organizational arrangements and functionality, of the level of accessibility and degree of citizens’ satisfaction towards provided public services and capacities of Territorial Divisions of State Chancellery to manage and coordinate them efficiently.     

 

The tasks of the project will be to assess the deconcentrated public services and to issue recommendations for their optimization, secondly, to conduct a survey (with focus on vulnerable groups) on citizens’ accessibility and satisfaction  with deconcentrated public services and to make recommendations for the improvement of service provision, thirdly, to assess the capacities of Territorial Divisions to manage and coordinate deconcentrated public services, elaborate a mechanism of services coordination and build a capacity development plan for the staff of TDSC.
