{"id":26798,"date":"2017-08-22T08:45:43","date_gmt":"2017-08-22T08:45:43","guid":{"rendered":"https:\/\/bci.md\/?p=26798"},"modified":"2024-08-22T08:46:34","modified_gmt":"2024-08-22T08:46:34","slug":"asistenta-tehnica-pentru-proiectul-de-modernizare-a-serviciilor-publice-locale","status":"publish","type":"post","link":"https:\/\/bci.md\/en\/asistenta-tehnica-pentru-proiectul-de-modernizare-a-serviciilor-publice-locale\/","title":{"rendered":"Technical assistance for the Local Public Services Modernization Project"},"content":{"rendered":"<p><strong>Implementation period:<\/strong> August 2017 \u2013 July 2021<\/p>\n<p><strong>Funder:<\/strong> German Development Cooperation (GIZ)<\/p>\n<p><strong>Purpose:<\/strong> Support the implementation of the \"Modernization of Local Public Services\" (MLPS) program.<\/p>\n<p><strong>Objectives:<\/strong><\/p>\n<ul>\n<li>Provide a group of national and international experts to offer technical expertise and consultancy services according to specific terms of reference, in a needs- and results-oriented manner.<\/li>\n<\/ul>\n<p><strong>Results:<\/strong><\/p>\n<ul>\n<li>Up to 42 months of international expertise (approximately 20% related to water supply and sanitation sectors and energy efficiency).<\/li>\n<li>Up to 3 months of international expertise for junior experts.<\/li>\n<li>Up to 17 months for the national coordinator.<\/li>\n<li>Up to 120 months of short-term national expertise (approximately 20% related to water supply and sanitation sectors and energy efficiency).<\/li>\n<li>Up to 24 months of national expertise for junior experts.<\/li>\n<\/ul>\n<p><strong>Services offered:<\/strong><\/p>\n<ul>\n<li>Development of regional sector programs; coordination and integration of local plans with higher-level development and sector planning for selected municipal services.<\/li>\n<li>Preparation of medium-term investment plans involving the public and private sectors, civil society, and citizens, ensuring the integration of higher-level development plans and relevant sector plans.<\/li>\n<li>Development of projects in selected sectors; preparation of proposals for priority projects and their grouping according to criteria such as complementarity and maximizing synergies.<\/li>\n<li>Technical and financial planning, as well as preparation of project proposals to support funding applications from national and international sources.<\/li>\n<li>Environmental assessments and screenings of planned investment measures.<\/li>\n<li>Planning and managing municipal investments and finances; financing mechanisms and models for municipal services; recommendations for the development of guides and procedures.<\/li>\n<li>Public procurement; support for the technical evaluation of bids for design services and construction works; development of relevant guides.<\/li>\n<li>Quality control and assurance during construction\/rehabilitation of infrastructure investments.<\/li>\n<li>Management and operation of municipal services in accordance with European standards.<\/li>\n<li>Institutional and organizational development in regional development and good local governance.<\/li>\n<li>Increasing public awareness, strengthening local participation, and accountability.<\/li>\n<li>Assessment of training needs, development of methodologies and training materials, and preparation of operational manuals for municipal services management.<\/li>\n<\/ul>","protected":false},"excerpt":{"rendered":"<p>Perioada de implementare: august 2017 \u2013 iulie 2021 Finan\u021bator: Cooperarea German\u0103 pentru Dezvoltare (GIZ) Scop: Sus\u021binerea implement\u0103rii programului \u201eModernizarea Serviciilor Publice Locale\u201d (MLPS). Servicii oferite: Dezvoltarea programelor regionale de sector; coordonarea \u0219i integrarea planurilor locale cu planificarea superioar\u0103 de dezvoltare \u0219i de sector pentru serviciile municipale selectate. Elaborarea planurilor de investi\u021bii pe termen mediu implic\u00e2nd sectorul public \u0219i privat, societatea civil\u0103 \u0219i cet\u0103\u021benii, asigur\u00e2nd integrarea planurilor de dezvoltare superioare \u0219i a planurilor de sector relevante. Dezvoltarea unor proiecte \u00een sectoare selectate; elaborarea propunerilor pentru proiecte prioritare \u0219i gruparea acestora conform unor criterii precum complementaritatea \u0219i maximizarea sinergiilor. Planificare tehnic\u0103 \u0219i financiar\u0103, precum \u0219i preg\u0103tirea propunerilor de proiect pentru sus\u021binerea cererilor de finan\u021bare din surse na\u021bionale \u0219i interna\u021bionale. Evalu\u0103ri \u0219i screening-uri de mediu ale m\u0103surilor de investi\u021bii planificate. Planificarea \u0219i gestionarea investi\u021biilor municipale \u0219i a finan\u021belor; mecanisme \u0219i modele de finan\u021bare pentru serviciile municipale; recomand\u0103ri pentru dezvoltarea de ghiduri \u0219i proceduri. Achizi\u021bii publice; suport pentru evaluarea tehnic\u0103 a ofertelor de servicii de proiectare \u0219i lucr\u0103ri de construc\u021bie; elaborarea ghidurilor respective. Controlul \u0219i asigurarea calit\u0103\u021bii \u00een timpul lucr\u0103rilor de construc\u021bie \/ reabilitare a investi\u021biilor de infrastructur\u0103.
