Development of a sustainable Public Transport Plan in Bălți municipality

Implementation period: March 1, 2021 – December 31, 2022

Partners: Dornier Consulting International GmbH, A+S Consult GmbH

Funder: European Bank for Reconstruction and Development (EBRD)

Purpose: To assist Bălți Municipality in preparing a Sustainable Public Transport Plan, including capacity building for the city.

Objectives:

  1. Promote resource efficiency by expanding the energy-efficient trolleybus service and rehabilitating the old energy supply infrastructure.
  2. Develop a Sustainable Public Transport Plan and prepare a Green City Action Plan (GCAP) for Bălți Municipality.

Activities:

  • Conducting an overview of the public transport sector.
  • Operational study of the public transport sector.
  • Developing a demand model and scenarios for the public transport route network.
  • Assessing the legal and regulatory framework for trolleybus and bus operations, as well as for traffic management.
  • Restructuring the public transport network and preparing a fleet renewal program.
  • Implementing priority measures for public transport.
  • Developing a new fare and ticketing system.
  • Preparing an implementation plan for the Sustainable Public Transport Plan.
  • Public Service Contract (PSC) for the Trolleybus Company.
  • Support for finalizing the Sustainable Public Transport Plan.

Results:

  • Review of available data and identification of gaps.
  • Conducting surveys on transport usage and user satisfaction.
  • Evaluating the operational performance of the bus sector.
  • Assessing private sector operators.
  • Reviewing fleet management and maintenance practices.
  • Preparation and calibration of a transport model.
  • Developing comprehensive scenarios for urban transport development.
  • Designing a new bus route network.
  • Preparing a bus fleet renewal program.
  • Reviewing the existing fare structure.
  • Reviewing current revenues and costs and making projections.
  • Comparison with similar cities.

  • Proposing a new fare structure and an implementation plan.
  • Reviewing the e-ticketing system.
  • Reviewing relevant legislation and regulations.
