Purpose: Promote active citizen participation in key processes conducted by local public administration, supported by the MLPS Project.
Objectives:
- Support citizen participation in local communities in the planning, implementation, and monitoring of investment projects in the water supply and sanitation sector, energy efficiency of public buildings, as well as inter-municipal cooperation and awareness-raising measures for project development in the solid waste management sector.
- Create a platform for citizen engagement in investment planning to improve service delivery.
Results:
- Involvement of a significant percentage of citizens in a structured and transparent participatory planning process for investments to improve service delivery.
- Ensure that all local stakeholder groups, including potentially marginalized, vulnerable, and underrepresented minorities, have access to relevant information about the planning process and the opportunity to participate meaningfully.
- Engage Local Citizens' Committees in overseeing investments in local public infrastructure to enhance transparency and the quality of construction works.
- Increase citizen awareness of LPA initiatives regarding participatory planning, public procurement, and inter-municipal cooperation, facilitating meaningful participation and improving communication and cooperation between civil society and public institutions.
- Enhance the accountability of public institutions to citizens with a specific focus on citizen engagement, multi-stakeholder participation, and client-oriented service delivery.
Services offered:
- Facilitate initial sessions of local working groups with interested LPAs in the region.
- Facilitate subsequent workshops, planning seminars, and public consultations, ensuring participation from a broad spectrum of civil society actors, the private sector, and government institutions.
- Support LPAs in drafting updated local plans, including social and gender activities.
- Assist LPAs in organizing public consultations on updated local plans.
- Monitor the procurement processes for investments in local public services.
- Assist Local Citizens' Councils in monitoring construction processes.
- Conduct baseline studies for ongoing service delivery.
- Monitor service delivery according to established performance indicators.
- Raise public awareness about environmental, health, and safety issues.
- Conduct final impact assessments in target communities.
- Contribute to the preparation of LPA progress reports for the sessions of the Sectoral Commissions of the Regional Development Councils.
- Prepare reports on lessons learned by LPAs in regional development processes.
